In a bowl, whisk soy sauce, water, honey, and sugar until the sugar mostly dissolves.
Stir in sesame seeds, garlic, and sliced green onions. Mix again and set aside.
Pour the marinade over the meat (kalbi/short ribs) and turn to coat. If you have time, rest 15–30 minutes; otherwise cook right away.
Heat a grill or wide skillet over medium-high. Cook the meat in short turns until nicely browned. Since the marinade has sugar, avoid leaving it on very high heat too long to prevent burning.
Rest briefly, slice, and top with extra scallions and sesame if you like. Serve hot.
