Ingredients
1. For the sauce
2. For the filling and assembly
Step-by-Step Method
Make the sauce
In a small saucepan, whisk together garlic, water, tomato sauce, chili powder, salt, cumin, chopped green chili, and oregano. Bring close to a simmer, then cook 8–10 minutes until slightly thickened.
Cook the beef filling
In a skillet over medium heat, sauté the onion until softened. Add ground beef and cook until browned, breaking it up as you go. Stir in the chili powder and cook 1–2 minutes more. Drain excess fat if needed.
Prep the pan
Heat the oven to 375°F (190°C). Spread a thin layer of sauce in the bottom of a baking dish so the tortillas stay moist and don’t stick.
Roll the tortillas
Spoon the beef mixture into each tortilla, roll snugly (not too tight), and place seam-side down in the dish. If the tortillas feel stiff, warm them 10–15 seconds to make rolling easier.
Sauce and cheese
Pour the remaining sauce evenly over the rolled tortillas. Sprinkle cheddar and the melting white cheese over the top.
Bake
Bake 18–22 minutes, until the cheese is fully melted and lightly golden in spots. Serve hot.
