Authentic Turkish Stuffed Meatballs (İçli Köfte / Kibbeh)
A masterpiece of Turkish gastronomy: a crispy, thin bulgur and semolina shell stuffed with rich spiced minced beef, buttery sautéed onions, crunchy walnuts, and herbs.

Ingredients
1. For the outer bulgur shell
2. For the savory spiced filling
3. For frying
Step-by-Step Method
Sautéing Onions
Finely dice onions and sauté in oil over medium heat until soft, fragrant, and golden.
Browning Beef Filling
Add minced beef to the sautéed onions and cook, breaking up lumps with a wooden spoon until browned and all juices evaporate.
Adding Paste and Simmering
Stir in tomato and pepper paste with a splash of water, simmering for 3 minutes until deeply aromatic.
Seasoning and Cooling
Turn off the heat. Fold in salt, black pepper, chili flakes, chopped walnuts, and flat-leaf parsley. Let the filling cool completely.
Hydrating Bulgur Shell
Combine fine bulgur, semolina, pepper paste, and cold water in a bowl. Let sit for 15 minutes to absorb liquid.
Kneading Dough
Add flour, salt, and paprika. Knead vigorously for 10-15 minutes, dipping hands in cold water, until the dough is smooth, elastic, and holds together.
Shaping İçli Köfte
Take walnut-sized portions of dough. Hollow out the center with your thumb into a thin cup, stuff generously with cold meat filling, and seal into an elongated oval.
Crispy Frying
Deep fry the stuffed meatballs in hot oil (180°C/350°F) in small batches until deep golden brown and crunchy.
Serving and Storage
Drain on paper towels and serve piping hot with lemon wedges and ayran. Extra unbaked meatballs can be frozen.
